Biography
Dr. Zhou carried out her postdoctoral research at Tsinghua University in Beijing China, where she conducted comprehensive examinations of university ranking and evaluation systems in seven countries and regions, including Germany, Australia, the European Union, and China.
Dr. Xingguo Zhou earned her PhD in Educational Sciences from the University of Turku in Finland and holds a Master's degree in Pedagogy from Xiamen University in China on the topic of University's teacher development and professionalisation.
Dr. Zhou previously participated in a transnational comparative research project focused on quality assurance and evaluation in Brazil, China, and Russia. Her research contributions extend to publications encompassing topics related to the Chinese educational system, education policy, and cross-country comparisons of university evaluation systems.
She has collaborated as a co-author on several esteemed journal articles and book chapters, contributing significantly to the discourse surrounding the politics of quality assurance and evaluation.

Research
Dr. Zhou currently serves as a TIAS Research Fellow and leads the "Unpack Complexities from Data to Evidence: Comparing External Evaluation of University in Finland and China (UnCoDE)" project. The UnCoDE project is focused on gaining a deeper understanding of the decision-making process in university quality assurance and evaluation, with a specific emphasis on the contexts of Finland and China.
